Arguments about poverty in Britain often sound contradictory because different statistics are answering different questions. A headline may refer to relative low income, absolute low income or material deprivation, and each measure can move differently even during the same economic period.

Poverty measurement in Britain

Relative low income

Relative low income compares household resources with the contemporary median. The commonly used threshold is 60 per cent of median household income after adjustments for household size. It is useful for showing whether lower-income households are keeping pace with the rest of society, but the threshold itself changes as median income changes.

Absolute low income

Absolute low income uses a threshold anchored to an earlier period and adjusts it for inflation. This makes it more suitable for asking whether real household incomes at the lower end have improved over time. It does not, however, capture every change in what society considers a normal or necessary standard of living.

Material deprivation

Material-deprivation measures look beyond income and ask whether households can afford specified goods, services or activities. That can reveal hardship that an income threshold alone may miss, particularly when housing costs, debt or family circumstances differ sharply between households.

Why the measure matters politically

A government can point to improvement in one measure while critics cite deterioration in another without either side necessarily misquoting the data. The important question is what each statistic is designed to capture. Readers should therefore ask which measure is being used, whether figures are before or after housing costs, and what comparison period sits behind the headline.

The Department for Work and Pensions publishes the principal Households Below Average Income series used in UK poverty debates. The statistics are most useful when treated as a set of indicators rather than as one definitive number.
