Britain’s low-carbon transition is creating new work, but not evenly. Offshore wind, grid upgrades, retrofitting, electric transport and industrial decarbonisation all require workers, yet the jobs tend to cluster around specific infrastructure, ports, manufacturing bases and training networks.

Geography matters
Some of the strongest clusters are linked to offshore wind, ports, engineering and energy infrastructure. The Humber, the North East and parts of Scotland are frequently cited because local industrial capacity can be adapted to new energy projects. Urban areas also create demand through public transport electrification, building retrofit and heat networks.
That concentration creates a political challenge. National employment totals can rise while particular towns see little benefit. A transition that looks successful in aggregate may still feel remote in places without major projects, suitable training or access to supply chains.
Skills can become the bottleneck
New infrastructure requires electricians, engineers, technicians, construction workers and specialist maintenance staff. Further-education colleges and apprenticeship providers therefore matter as much as headline investment announcements. Where training capacity is weak, employers can struggle to recruit locally and promised regional benefits become harder to deliver.
The Office for National Statistics treats the measurement of green jobs cautiously because many relevant roles sit inside conventional sectors. A worker may contribute to lower emissions without having “green” in the job title. That makes methodology important when politicians quote employment totals.
Not every project creates permanent employment
Large energy projects can generate substantial construction work while requiring fewer permanent staff once operating. Policymakers therefore need to distinguish temporary project employment from durable local supply chains, manufacturing and maintenance work.
The real test is not simply how many green jobs Britain creates, but whether the skills system and industrial strategy allow more regions to compete for them.
